The company's more coal-centric than any other utility. Not only does 61% of its generation capacity come from coal, but the utility also owns and operates coal mines capable of producing 9 million tons annually. While coal might boost this dividend stock in the short term as rising natural gas prices make coal more cost effective, TECO will need major improvements in clean coal technology or a massive modernization project to keep it competitive in the years to come.

    Raising rates
    Dominion (NYSE: D  ) requested a fuel rate increase for its Virginia operations, citing higher fuel costs and increased demand as primary reasons for its ask. Its first request in two years, a fuel rate increase is meant to cover costs, but not increase profits. The total ask reflects a 2.1% increase in the average customer's monthly bill, considerably less than TECO Energy's (NYSE: TE  ) 10% ask in April. According to Dominion and TECO, both their requests keep their customers' bills below national averages. If Virginia's regulatory body approves the request, Dominion's new rates will rise in July.

    High-risk, high-reward suggestions
    There's an undeniably large dollar amount being pledged to cancer research, but, even if a drug gains approval, that's no guarantee that the biotech or pharmaceutical company behind that drug will be a success. Some of the biggest gains (and losses) come from taking a leap of faith based on clinical data, or the approval of one or two drugs or devices within a pipeline. After that, it's all up to the drug or devices' effectiveness, its pricing, and the success of the marketing teams promoting the drug or device. Here are a few high-risk, high-reward names you should be keeping your eye on.

    Exelixis (NASDAQ: EXEL  ) : In November Exelixis had its first drug, known as Cometriq, approved by the Food and Drug Administration to treat metastatic medullary thyroid cancer. Although the market for this disease is pretty small -- somewhere between 500 and 700 people in the U.S. -- the near-tripling in progression-free survival, or PFS, in trials would indicate to me a strong likelihood that it could translate to success in other cancer types.     Gas pipeline company Spectra Energy Partners (SEP) is showing traders the exact same setup right now -- albeit slightly more textbook than Barrick's. Spectra is another ascending triangle with resistance at $46. A breakout above the $46 level is the signal that it's time to be a buyer in this nat gas transporter.

    Whenever you're looking at any technical price pattern, it's critical to think in terms of those buyers and sellers. Triangles and other pattern names are a good quick way to explain what's going on in a stock, but they're not the reason it's tradable. Instead, it all comes down to supply and demand for shares.

    That $46 resistance level is a price where there has been an excess of supply of shares; in other words, it's a place where sellers have been more eager to step in and take gains than buyers have been to buy. That's what makes a breakout above it so significant -- the move means that buyers are finally strong enough to absorb all of the excess supply above that price level.

    Don't be early on this trade.

Enter through the 'Poor Door': Income 'segregation' in N.Y.

40 riverside poor door This building on New York's Upper West Side will have a separate entrance for low-income residents. NEW YORK (CNNMoney) It's a tale of two cities in Manhattan, as the city okayed plans for a luxury condominium with a separate door for low-income residents.

The 33-story complex will have 219 expensive condos for sale and 55 to rent cheap to low-income tenants.

This building's approved "poor door" is new, but the issue isn't.

There are a number of similar buildings across the city that restrict some residents from fancy amenities -- think gyms, playrooms and rooftops.

The plans for the latest development at 40 Riverside on Manhattan's Riverside Drive were approved as part of the Inclusionary Housing Program, an effort to mitigate inequality by offering affordable housing in nice areas.

The program, enacted in 2009 under former New York City Mayor Michael Bloomberg, gives developers tax breaks and more space in exchange for building affordable housing either in the building itself or close by.

Until 2009, when you had moderate and affordable housing in the same complex, both projects had to be integrated. But the change allows developers to create a building within a building, with separate entrances, elevators and electrical wiring.

In theory, the Inclusionary Housing Program gives families who couldn't afford to live in the city an opportunity to live in good school districts and new buildings. But in practice, advocates say it's leading to a new kind of separate but equal.

"It's treating low- and moderate-income tenants like second-class citizens. It's de facto segregation," said Public Advocate Leitia James, who has filed a human rights complaint against developers who try to limit access to building amenities.

She said that she has seen a number of buildings exclude low-income tenants in different ways.

James filed a complaint on behalf of residents of Stonehenge Village, another complex on the Upper West side managed by Stonehenge Partners, which built a new gym that would only be available to market-rate tenants.

Stonehenge Partners did not respond to requests for comment.

Other developers have also come under fire! for similar practices. Another Upper West Side building, the Windermere, allegedly kept affordable-housing residents away from the once-public roof and playroom, according to The New York Daily News.

The Windmere's management company Stellar Management did not respond to requests for comment.

It's not a situation unique to Manhattan. Residents at Northside Piers in Brooklyn are separated into two separate buildings.

The buildings have completely separate entrances and rental residents are not permitted to use the amenities in condo buildings.

David von Spreckelsen, president of Toll Brothers City Living Division which developed Northside Piers, said the buildings operate on two completely different systems, not because of income level but because they keep owners and renters separate.

Mayor Bill de Blasio's office said while it's too late to do anything about 40 Riverside, since 6-stories were already built by the time he walked into City Hall, his administration is committed to changing the zoning code.

"The previous administration changed the law to enable this kind of development," said Wiley Norvell, City Hall spokesperson. "We fundamentally disagree with that approach...and want to make sure future affordable housing projects treat all families equitably."

40 Riverside's developer, Extell Development, did not return requests for comment.

Dialysis specialist DaVita HealthCare Partners (NYSE: DVA  ) has a new bean counter.

The Denver-based renal health care specialist announced today that Garry E. Menzel, Ph.D., will join the company in mid-Sptember�as senior VP of finance,�and will take on the role of chief financial officer�the day after the company files its third-quarter report with the SEC.     Six milk powder producers, charged by China's National Development and Reform Commission with price fixing, have pled guilty and will be fined 669 million yuan ($109 million.) The companies—Mead Johnson Nutrition (MJN), Danone (DANOY) subsidiary Dumex, Abbott Laboratories (ABT), Fonterra Cooperative Group (FSF:AU), FrieslandCampina, and Biostime International Holdings—admitted they set minimum prices for distributors in order to keep prices high. Many of the companies had earlier cut the prices they charge in China—Fonterra had cut the price of its Anmun brand of baby formula 9%, Abbott Laboratories had reduced prices by as much as 12%, and Mead Johnson had lowered prices by 7% to 15%. This is, CaixinOnline reports, the harshest penalty handed out under China's five-year-old anti-monopoly law. The announcement of the fine, hard on the heels of a ban by China on all imports of whey protein products from Fonterra—after regulators found a batch of whey from a Fonterra plant in New Zealand contaminated with botulism—makes it clear that something big is going on here.

    At long last, oil refining powerhouse Valero Energy (NYSE: VLO  ) is getting out of the business of selling soda pop and Slim Jims.

    On Wednesday, Valero announced that the spinoff of its gas station and convenience store business is complete. Although in the future, Valero will continue to supply the stations with gasoline and diesel, henceforth, the retail operation (CST Brands) will be independent from Valero proper.

    Using my assumptions, the common of Agenus might be worth about $7.00 per share in early 2014 based on the royalties from the Glaxo vaccines and the net operating loss carry forward even if every other asset in the company were valued at zero. However, there may be substantial value in Agenus' internal vaccine programs in recurrent and newly diagnosed glioblastoma and the genital herpes vaccine. Based on a comparison to peer companies like Northwest Biotherapeutics (NWBO) and ImmunoCellular Therapeutics (IMUC), I believe that the internal programs at Agenus currently may be worth $150 million or $4.45 per share.
